The Ingham Health Plan is for county residents who make less than $28,000 per year and do not qualify for public or private health coverage such as Medicaid, Healthy Michigan Plan (HMP) or Medicare. Individuals who have not enrolled in a Marketplace plan or have gotten a Federal Marketplace exemption may also qualify.
